On 13 Aug 2018, the Ministry of Finance (MOF) and Ministry of Ecology and Environment (MEE) of China jointly issued ‘22nd government procurement List for Environmental Labelling Products’. The list comprises of all product modes with valid CELP certificate and therefore priority over other similar products without certificate in any bid for public-fund procurements nationwide. Currently, there are 37 major categories and over 60 sub-categories in the list, including:
- computer equipment
- server
- printer
- LCD
- scanners
- multifunction printers (MFP)
- duplicators
- vehicles (passenger cars, buses)
- household appliances
- television equipment
- furniture (doors, bed, table, chair, sofa, cabinet, frame, screen, panel)
- sanitary ware (sink, WC pan, faucet)
- copy paper
- cartridges
- building materials and products (e.g. ceramic, concrete, waterproofing rolling material, coating, sealing filler)
- plastic products
In China, public-fund procurement projects are required to give priority to products existing in the up-to-date list when other product attributes (e.g. technical performance) are similar, otherwise financial departments will refuse to provide fund.
